<p><em>The General Elections Supervisory (BAWASLU) plays a role in supervising the implementation of elections in accordance with the laws and regulations in order to realize people's sovereignty as well as the application of democratic principles or values for the realization of the ideals of a democratic Indonesian society. This research is a qualitative descriptive study which choose the BAWASLU Office of South Lampung Regency as a research location. The focus of the research is the strategy of strengthening human resource capacity by using a strategic management process.</em> <em>The purpose of the research is to find out how the strategy is to increase the human resource capacity of the elections Bawaslu</em> <em>of South Lampung Regency. The results of the study indicate that the strategy carried out by the Bawaslu of South Lampung Regency has been running in accordance with the strategic planning made. Based on the SWOT analysis, which produces quadrant I, which supports an aggressive strategy, it shows that the Bawaslu of South Lampung Regency has great strengths and opportunities in favorable situations so that they can take advantage of existing opportunities and minimize weaknesses and threats around them.</em></p>Siti MuslimahDedy HermawanNur Efendi

<p><em>One of the efforts to make Samarinda City a livable city is through the optimization of Smart Branding. To realize Smart Branding in Samarinda City, a collaboration between all sectors, namely government, private, and society is needed. Citra Niaga has an area that displays the typical products of Samarinda City and as a public space for community activities. This has become a potential for Citra Niaga that describes the social and economic conditions of Samarinda City, so the application of Smart Branding in Citra Niaga is carried out to maximize the Citra Niaga area as an effort to realize the face of the City in Samarinda. This study used a qualitative descriptive method with data collection techniques using library research and field research through observation, interviews, and documentation. This study aims to describe the implementation of Networking Governance in the application of Smart Branding in Citra Niaga of Samarinda City and identify supporting also inhibiting factors in its implementation. The results show that the Government of Samarinda City has a goal in building a network in the implementation of smart branding in Citra Niaga to achieve the value of tourism, investment and the face of the city. <p><em>The state is obliged to provide protection for children for their human rights, one of which is having identity recorded in state documents. This study aims to describe and analyse implementation of the Child Identity Card (CIC) policy at the Departement of Population and Civil Registration of Samarinda City, and identify the inhibiting factors. This study used descriptive qualitative method with a research focus, namely CIC communication, utilization of CIC, implementors involved and bureaucratic structure and inhibiting factors in its implementation. The results showed that implementation of the CIC policy at the Departement of Population and Civil Registration of Samarinda City has not yet been implemented optimally because there are still some obstacles in its implementation. In terms of communication, the provision of CIC socialization is still minimal and the number of CIC issuances is still far behind the number of children aged 0-16 years in Samarinda City, which means that there are still many children who have not registered for CIC. Then the use of CIC has not been felt as a whole by the community because of ignorance and the use of CIC through collaborative effeorts with business partnerships in providing shopping or recreational discounts have also not been realized as expected due to the Covid-19 pandemic. <p><em>Online Passport Queue Registration Application (OPQRA) is an innovation in the Document Application Service Travel of the Republic of Indonesia (Passport). By using qualitative descriptive methods, this study aims to determine and analyse the effectiveness and efficiency of the implementation of OPQRA at the Immigration Office Class 1 Immigration Checkpoint (IC) Samarinda and to describe thoroughly the differences between the application of offline queuing and online queuing using OPQRA, as well as the inhibiting factors in the implementation of OPQRA. The results showed that the implementation of OPQRA at the Immigration Office Class 1 Immigration Checkpoint Samarinda has been running effectively and efficiently, this can be proven by the absence of long queues, the quota of passport applicants at OPQRA provided is always available, there are no illegal levies or no practice brokering in passport services. OPQRA outreach has been held thorugh social media and print media. The existence of OPQRA really helps the community to be more effective in making passports as well as being more efficient because it saves time and costs compared to using an offline queue. Another finding is that there are inhibiting factors in the application of OPQRA in the form of network quality constraints, applications that sometimes have errors, websites that cannot be reached to register online, and OPQRA which can only be uploaded via mobile phones with an android system.</em></p>Mita HarmitaliaBambang IrawanThalita Rifda Khaerani

<p><em>Local governments play an important role in disaster response, namely before, during and after the disaster. However, society has an attitude towards policies, which are formed the basis of the existence of trust values to further lead to self-acceptance of the policies carried out by the government. This study focuses on examining the important value of public trust in government policies in overcoming the Covid-19 pandemic in Samarinda City. This research is descriptive analythical using a mixed approach. Quantitative data collected through survey method, while qualitative data were collected from observation, documentation and literature study techniques. The population in this study were all residents of Samarinda City with a sample size of 193 respondents. Data were collected for two weeks using an online questionnaire that had been tested for reliability. Research result shows that the people of Samarinda City have good trust in government in mitigating the Covid-19 disaster as outlined in the health protocol implementation policy, Covid-19 vaccination and trust the seriousness of the government’s actions for the public.
